What Waterline is
Waterline is a fictional editorial concept. It publishes one bounded piece at a time, using reporting, diagrams and transparent data to show how a public system works. “Where the water goes” is its first and only demonstration article.
The publication’s working premise is that infrastructure becomes easier to debate when its mechanisms are visible. A pipe, budget or treatment standard is not made simple by removing detail. It is made legible by arranging the necessary detail in the order a reader needs it.
Who it is for
Waterline is written for residents rather than specialists. It assumes curiosity but no prior knowledge of hydrology or utility operations. Specialists should still be able to see where a figure came from, what unit it uses and which caveat limits it.
The charts are paired with tables because a visual pattern and an exact value answer different questions. The method is published because a polished graphic should not be asked to carry the authority of evidence on its own.
Funding and authorship
This is a demonstration piece built and funded by rownarts. It has no advertisers, sponsors, subscriptions or relationship with a water company. Harbour Vale and every number attributed to it were made for the demonstration.
Editorial standard
The site explains a mechanism before naming it, uses quantities in complete sentences, and states what the model does not know. Its central obligation is simple: invented data must always be identified as invented data.
